The Computer Science Faculty of Kharkov
State Technical University of Radioelectronics, Ukraine, and the Division
of Mathematics and Computer Science (DMCS) of Vrije Universiteit Amsterdam,
Netherlands, believing that the expansion and strengthening of scientific
and humanistic exchange and co-operation is of mutual value to both institutions,
hereby agree to enter into a co-operative agreement.
1. Purpose of the Agreement
The purpose of this agreement is to facilitate and
develop the exchange of teaching and research personnel and students between
the Computer Science faculty of Kharkov State Technical University of Radioelectronics
and the DMCS of Vrije Universiteit Amsterdam. This agreement is not binding,
but establishes the general principles and conditions under which the co-operation
will be pursued.
2. Scope of the Co-operation
Subject to mutual consent, the areas of co-operation will include any programme offered at either university as felt desirable and feasible on either side and that both sides feel contribute to the fostering and development of the co-operative relationship between the two faculties.
Co-operation shall be carried out through such activities as:
- exchange of graduate and/or undergraduate students
- joint research activities and publications
- participation in seminars and academic meetings
- exchange of academic materials and other information
- special short-term academic programmes
The terms of co-operation for each specific activity implemented under this agreement shall be mutually discussed and agreed upon in writing by both parties prior to the initiation of that activity.
Any such agreements entered into, as outlined above, will form appendixes to this co-operative agreement. Each institution shall designate a Liaison Officer to develop and coordinate the specific activities agreed upon.
4. Renewal, Termination and Amendment
This co-operative agreement shall remain in force
for a period of five (5) years from the date of the last signature, with
the understanding that it may be terminated by the appropriate authorities
of either party giving six months notice to the other party in writing,
unless an earlier termination date is mutually agreed upon. The agreement
may be amended or extended by mutual written consent of the two parties.

APPENDIX TO COOPERATIVE AGREEMENT BETWEEN
COMPUTER SCIENCE FACULTY of KHARKOV STATE TECHNICAL UNIVERSITY OF RADIOELECTRONICS AND
DMCS of VRIJE UNIVERSITEIT AMSTERDAM
Agreement on Student and Staff Exchanges between the Department of Artificial Intelligence of Vrije Universiteit Amsterdam and the Department of Artificial Intelligence of Kharkov State Technical University of Radioelectronics
This is an Appendix to Co-operative Agreement signed
earlier between the Computer Science Faculty of Kharkov State Technical
University of Radioelectronics (hereinafter "KhTURE") and the DMCS of Vrije
Universiteit Amsterdam. The Co-operative Agreement together with the signed
Appendix shall constitute an agreement on student and staff exchanges,
research, academic and educational co-operation in the fields related to
Artificial Intelligence (AI).
1. Purpose of the Agreement
The purpose of this exchange agreement is to make
possible and to institute the exchange of students who will undertake graduate
level study, researchers and teachers between the two institutions on a
2. Student exchange
The two universities agree to exchange students under the following terms:
2.1. AI Department of KhTURE offers a group of about 10 students every year to study in the Master Program of the AI Department of Vrije University of Amsterdam during two years based on preliminary four years of education in the KhTURE. It is supposed that students come with completed Bachelor Degree and will complete their Master Degree studies during that time in Amsterdam, make M.Sc. Thesis work, and get appropriate Diploma. The preliminary studies made in KhTURE will be accepted according to concordance of the curricula of both AI Departments.
At the end of their studies at the host institution the exchange students will be graduated with two Master's Thesis Diplomas - from the host and from the home Universities - based on the credits' transfer.
The number of students as well as number of years of preliminary studies may be changed by mutual consent of the two parties. The Liaison Officers of the two institutions will review the results annually to develop further the framework for the exchange, if necessary.
2.2. The home institution will NOMINATE the candidates for the exchange and the students participating in the exchange must make formal application for admission to their home institution.
The host institution will provide application documents required. All nominations will be made bearing in mind the normal requirements of the receiving institutions, which will decide on the acceptability of the students nominated. The host institution reserves the right to make final judgements on the admission of exchange students. The host institution will provide a support in finding the part-time working place for all the exchange students to cover their educational and living expenses, accommodation and health insurance.
The home institution reserves the right to take aside any exchange student who does not follow his responsibilities related to the home institution.
2.3. Students shall submit completed application forms with the required documents to the Liaison Officer of the home institution no later than at the beginning of previous semester. After the nomination procedure the Liaison Officer of the home institution shall submit completed applications forms with the required documents and recommendations to the Liaison Officer of host institution for approval no later than 6 months before starting point for studies abroad.
All the visits will start only if the students application will be accepted by the host institution and the companies provided part-time work for the students and accommodation will be available.
2.4. Nominated exchange students shall have all the rights and responsibilities at the home and at the host institution that the institution establishes for its own full-time students. Exchange students will be permitted to choose courses at the host institution, which correspond in type and level to courses that they are required to take in their home university, thus they will be eligible for transfer. If possible, the exchange period can also include participation in a research project at the host faculty/department.
All credit transfer will be made according to concordance of curricula.
2.5. The both Universities will coordinate allocation of accommodation for the incoming exchange students in student dormitories. Exchange students will have to work on the part-time basic at the companies for sufficient funds to cover their expenses including at least:
2.5. Upon completion of the exchange period the exchange students are expected to return to the home institution and receive an appropriate diploma also from the home institution. Any extension of the stay must be approved in writing by the designated official of each department upon recommendation of the Liaison Officers.
2.6. The role of Liaison Officer at the KhTURE would be given to Professor Vagan Terziyan. The role of Liaison Officer at the Vrije Universiteit Amsterdam will be given to Professor Jan Treur. The Liaison Officer together with supporting stuff will be responsible for co-ordinating all the specific aspects of the co-operation and all the further contacts between both parties as well as advising and assisting students.
2.7. Both institutions will provide each other with a transcript of courses for each student who has participated in the exchange and the foreign students Guide. Exchange students will be assigned academic advisors from the both of the home and host Departments in their major field of study.
3. Staff Exchange
3.1. The joint project proposals for external funding will be generated to find support for the research and educational stuff exchange.
Either the Liaison Officer of the Vrije Universiteit Amsterdam or other teachers will be invited to KhTURE to teach and supervise students nominated for exchange when the necessary support for such visits will be found.
3.2. The Liaison Officer of KhTURE professor Vagan Terziyan will be invited to the Vrije University of Amsterdam for teaching, research and exchange students advising for about 3-4 weeks per academic year. Other research and academic staff of KhTURE may be also invited for the same activities when the necessary support for such visits will be found.
3.3. The host institution will provide work space,
library, personal computer, mail service, e-mail service and other facilities
and assist the staff member in locating accommodation.
4. Other activities
This agreement will come into effect with the appropriate
signatures of each institution and will remain in force, until a written
termination is made by the appropriate authority of either party. The agreement
may be terminated by either party giving six months written notice to the
other party. This agreement may be amended by mutual written consent of
the two parties.
